The Challenge:
As the Clarkson Water Resource Recovery Facility continued to evolve over time, its control systems reflected years of incremental growth. The facility operated with numerous independent control panels, a mix of hardware and software platforms, varied voltage systems, and documentation developed across multiple project phases.
While operations remained reliable, the Region of Peel identified an opportunity to simplify the control environment and better align systems with updated Process Automation and Instrumentation Design Standards (PAIDS).
The Solution:
Brock Solutions partnered with the Region of Peel to deliver an ICP Consolidation and Control System Modernization project focused on simplifying the plant’s control architecture and improving operational reliability.
Key components included:
- Consolidating ICPs from 73 to 37 and PLCs from 70 to 20
- Standardizing hardware and software using Ignition SCADA
- Centralizing power with a resilient UPS system
- Isolating high-voltage (600 VAC) equipment to improve electrical safety
- Modernizing PLC code and documentation in full alignment with PAIDS
Brock Solutions also managed commissioning and system integration, coordinating across vendors, contractors, and trades to support a smooth transition with minimal operational disruption.
